Responsibilities: To coordinate affairs of all departments; organize conferences and planning; be responsible for data, statistics, secretarial support, archives, confidentiality protection and security; and undertake daily tasks of the State Council’s working committee for the disabled.

Responsibilities: To conduct research on policies, theories and practices of career development for the disabled; write conference documents and reports; monitor the disabled's situation and release reports; compile documents and materials on careers for the disabled; write reports on reference materials supporting the disabled; and guide other institutions for the disabled.

Responsibilities: To draft laws and regulations on civil rights and career development of the disabled, supervise the implementation of these laws and regulations; assist deputies of the People’s Congress and members of the Chinese People’s Political Consultative Conference (CPPCC) National Committee on proposals for the disabled; assist in training of legal staff and legal public education, provide legal services for the disabled; receive visits and letters from the disabled, and promote construction of barrier-free facilities.

Responsibilities: To conduct internal organization of organizations for the disabled; assist local Party committees to administer the disabled federations’ leading groups in the provinces, autonomous regions and municipalities; plan for and implement training for disabled workers; investigate the daily circumstances of the disabled; manage and issue publicity for the disabled; contact, educate, cultivate and uphold the disabled; guide support activities for the disabled at a basic community level; organize voluntary activities; guide construction of the service facilities of the disabled federations at a basic level; and undertake the daily tasks of some specialized associations for the disabled.

Responsibilities: To make and implement rehabilitation plans for the disabled; guide and coordinate businesses of rehabilitation institutions for the disabled; guide development, supply and services of products for the disabled; develop application of high technology in rehabilitation; conduct disability prevention; guide rehabilitation associations, practice academic exchanges; and organize training of rehabilitation personnel.

Responsibilities: To assist in making and implementing education plans for the disabled; enhance education for the disabled and conduct career training; research and popularize Braille and sign language; assist in making employment plans for the disabled, guide welfare enterprises to employ the disabled; build up employment service networks for the disabled; organize poverty alleviation for the disabled; and assist in provision of social security for the disabled.

Responsibilities: To organize publication of materials on careers for the disabled, publicize national guidelines and policies on careers for the disabled; provide reading materials and spiritual products for the disabled; coordinate barrier-free information communication for the disabled; implement cultural and artistic activities for the disabled; and guide the newspapers and other publishing and cultural organs administered by the China Disabled Persons’Federation.

Responsibilities: To draft out policies, regulations and development planning of sports for the disabled and supervise their implementation; guide mass sports activities for the disabled; assist in hosting international sports competitions for the disabled; and guide the sports institutions administered by the China Disabled Persons’Federation.

Responsibilities: To coordinate international exchanges on the disabled; develop and manage international cooperative programs; communicate with relevant foreign agencies; deal with daily foreign affairs; organize cooperation and exchanges on the disabled with Hong Kong, Macao and Taiwan; guide the foreign affairs of local disabled persons’federations.

Responsibilities: To make financial plans, manage expenditures on infrastructure investment, material distribution and administrative appropriation; supervise scientific and technological work for the disabled; develop and manage the welfare fund for the disabled; undertake internal auditing of the China Disabled Persons’Federation, and guide financial budgeting, funds and construction of local federations.
